Construction Site Manager Job In Saudi Arabia

The Construction Site Manager role is a senior, site-focused leadership position responsible for ensuring that industrial construction activities are executed safely, efficiently, and in full compliance with approved designs and standards. This role represents the client on-site and plays a critical part in delivering complex industrial projects successfully in Saudi Arabia.

Responsibilities

The Construction Site Manager is responsible for client-side oversight of all site construction activities, including:

  • Acting as the single-point site authority for all construction-related matters
  • Overseeing EPC contractor execution across civil, structural, mechanical, electrical, instrumentation, piping, and utilities works
  • Ensuring construction strictly follows approved IFC drawings, specifications, contracts, and schedules
  • Maintaining continuous site presence to monitor workmanship, sequencing, and compliance
  • Reviewing baseline construction schedules and rolling look-ahead plans
  • Monitoring manpower, equipment deployment, and physical progress
  • Verifying reported progress against actual site conditions
  • Identifying delays, productivity losses, and performance gaps early
  • Tracking implementation of recovery and mitigation measures
  • Monitoring QA/QC activities, inspections, and compliance with ITPs
  • Overseeing closure of NCRs, punch lists, and construction deficiencies
  • Verifying readiness for mechanical completion and commissioning
  • Enforcing compliance with ArcelorMittal HSE standards and Saudi regulations
  • Participating in safety walks, audits, toolbox talks, and incident reviews
  • Coordinating interfaces between EPC contractors, vendors, OEMs, and engineering teams
  • Supporting construction handover to operations teams
  • Reviewing site-driven variations and delay claims for factual accuracy
  • Preparing construction status reports and highlighting critical risks

Requirements

To qualify for this role, candidates must meet the following requirements:

  • Bachelor’s degree in Engineering (Mechanical, Civil, Electrical, Industrial, or Construction Management)
  • Minimum 15 years of experience in industrial construction projects
  • At least 7–10 years in a Client, Owner, or PMC site construction management role
  • Strong experience overseeing EPC contractors on steel plants, pipe mills, or heavy industrial facilities
  • Prior experience in Saudi Arabia or GCC industrial projects is highly preferred

Skills

The ideal candidate should demonstrate the following skills:

  • Strong understanding of industrial construction practices and sequencing
  • Knowledge of mechanical erection, piping, electrical, utilities installation, and commissioning
  • Ability to identify deviations from IFC drawings and technical specifications
  • Strong site supervision and multi-discipline coordination capability
  • Ability to professionally challenge EPC contractor performance
  • Competence in construction schedule review and progress verification
  • Familiarity with productivity tracking, risk management, and recovery planning
  • Clear verbal and written communication skills
  • Proficiency in MS Office applications
  • Working knowledge of Primavera P6 or MS Project (monitoring level)
